IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

As a citizens of a nation, people should have an access to clean water as it is undoubtedly a basic human necessity. Every home should be provided with free water supply as their basic right. While i agree that governments should ensure that everyone has access to safe drinking water, I do not believe that unlimited water should be supplied free of cost to every house.

On the one hand, many people are still struggling to get proper access to drinking water. In Nepal, people are still facing lot of problems for getting water not only for drinking,but for all household purposes like cooking and maintaining personal hygiene. As a residents of nation, we pay taxes to government as our responsibility, but we are still lacking to get our basic rights to have safe water supply at our houses. In particular,low-income families may struggle to afford regular water bills, so a free minimum supply should prevent them from having to choose between water and other essential expenses. Moreover, ensuring universal access to safe water could reduce water-borne diseases and improve public health.

On the other hand, making the entire household water supply free could create several problems. Water treatment cost, transportation and maintainence require considerable finance resources. If the consumers do not pay anything, they may be less careful about water usuage which could lead to unnecessary water wastage and shortage. A basic approach could be to provide a certain quantity of water for free to every household while charging the minimal amount for consumption beyond that limit. This system would ensure that essentials need are met while encouraging people to use water in limit.

To sum up, I strongly believe that everyone should have free access to a sufficient amount of water because it is essential for human survival and its their basic right also. However, providing an unlimited water supply without charge is neither necessary nor essential. A basic free allowance with a charge beyond that limit is practical solution.
