Student answer (Band 6.0)
In the modern world, supply of clean water has become an issue that needs to be ironed out. supporters of the perspective would argue that access to clean water is a basic human right. Furthermore, they argue that every home should have a water supply that is provided free of cost. I undoubtedly, disagree with the statment. While this may be true to some extent, it also means that government would face a challenge in the sort of funds shortage.
Firstly, human rights activists would argue that water is a natural substance and the right of every human as well as animals. However, it should be free for all the species and no one can restrict them to use the water. I would assert that the sea water and the water of lakes could be free but clean water cannot be free of charge because the government is spending on it to make it pure and clean. Being an honest citizen it is our responsability to pay for the amenities that we are getting.
This brings me to my second point, there is no doubt that water is formed naturally, no lab and factory is making water. Despite of, supplying clean water is not an easy process it took a lot of effort and expense. During the plantation of supply pipes government has to spend funds. Getting clean and pure water by sitting at home in my opinion, nothing is more convenient than this. In return, government is charging a small amount and its our duty to pay them on time.
In conclusion, some people argue that clean water should be free of charge. Access to clean water is the basic right of human beings. Although, water should not be restricted to anyone, we are obliged to pay for it.

Task Achievement / Task Response: Band 6.0
The candidate addresses the prompt by clearly stating their position disagreeing with the idea that clean water should be free of charge, supporting it with arguments related to government expenditure, processing costs, and civic responsibility. The position is clear throughout the essay. However, the development of ideas is somewhat limited and occasionally repetitive. For instance, the discussion around water being a natural resource versus the cost of treatment is introduced in the introduction, body paragraph one, and body paragraph two without significant new extension. Additionally, the phrasing 'sort of funds shortage' is vague. Therefore, the response aligns best with Band 6, as it addresses all parts of the task with relevant ideas, though some parts are slightly under-developed.
Coherence and Cohesion: Band 6.0
The essay presents a clear overall arrangement with an introduction, two body paragraphs, and a conclusion. Paragraphing is used appropriately to separate distinct points. However, logical progression is occasionally hindered by abrupt transitions and mechanical cohesive devices, such as 'This brings me to my second point' and repetitive use of 'Firstly'. Furthermore, referencing and linking within sentences are sometimes faulty, as seen in 'Despite of, supplying clean water is not an easy process it took a lot of effort and expense.' These issues place the response firmly at Band 6, where the text is coherent overall, but cohesion is sometimes faulty or mechanical.
Lexical Resource: Band 6.0
The student uses an adequate range of vocabulary for the task, successfully incorporating terms such as 'human rights activists', 'amenities', and 'civic responsibility' (implied by duty to pay). However, there are noticeable lexical errors, awkward word choices, and preposition mistakes throughout the text. Examples include 'supply of clean water has become an issue that needs to be ironed out', 'statment', 'responsability', and 'During the plantation of supply pipes' (where 'installation' or 'laying' would be appropriate). These errors do not impede communication, but they prevent the vocabulary score from reaching Band 7, making Band 6 the most accurate descriptor.
Grammatical Range and Accuracy: Band 5.0
The writer attempts a mix of simple and complex sentence forms, demonstrating some control over structure. However, the text contains a high frequency of grammatical and punctuation errors. Examples include comma splices and awkward phrasing such as 'I undoubtedly, disagree with the statment', subject-verb agreement issues like 'government would face a challenge in the sort of funds shortage', and misuse of prepositions and conjunctions ('Despite of, supplying clean water is not an easy process it took a lot of effort'). While these errors rarely completely impede understanding, they occur consistently enough to restrict the score to Band 5, where frequent errors in complex structures cause some difficulty for the reader.
