IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Clean water is an essential necessity for everyone, so it is argued that every household should be provided clean water with free water supply. I strongly disagree with this view because providing clean water to every household free of charge is not practical or sustainable.

To begin with, providing access to clean water is essential because it is necessary for maintaining good health and hygiene. Clean water is required for drinking, cooking, bathing, washing and other household tasks. Without access of clean water usually poor people use water from other sources that contain a large number of diseases. For example, in developing country low-income individuals may not be able to afford clean water than they use water from other sources like, rivers, and dirty wells that cause of digestion diseases. Therefore, governments should be ensure that to provide access of clean water to everyone espacially for low-income people.

On the other hand, I believe that this is not a positive aspect because in process of provide clean water to everyone have a large number of expenses like, draining, pipes cleaing, and heavy motors that supply clean water to every individual. Another significant factor is that, provided clean water to everyone without any charges could encourage people unnecessary consumption. For Instance, individuals during washing their cars left running taps that is unnacessary thing. Therfore, if a household paid a reasonable amount for their water supply they become more responsible to save their clean water.

In conclusion, although clean water is a basic human necessity and should be accessible to everyone, I do not believe that an unlimited water supply should be provided completely free of charge. Instead, governments should ensure that every household receives an affordable basic supply while charging for excessive consumption.
