Student answer (Band 6.0)
Water is one of the basic need of human life. Either for living or doing daily life chores, I totally agree with the idea that water should be provided to everyone free of charges.
Clean water is not the only basis need for human, but it is also essential for daily chores, if clean water is not available, many individuals, especially the unprivileged families might not possible afford drinking water, which will force them to drink unfiltered water and they will become vulnerable to many diseases, not only internal but external such as skin diseases as well. Most probably, in those situation, children and infants got highly effect by those diseases. They hardly afford to meet their daily lives need, it would be unfair to them. Unavailability of clean water and diseases caused by this will lead to paying medical bills that can affect their lives terribly.
Although the procedure to provide clean water to every household must be complicated, there are some government sectors that work to provide clean water and those costs should be Accommodated from tax budgets. Every citizen pay taxes for this. It should be accommodate through taxes without further charges. It is a government's responsibility that every household should receive the clean water for drinking.
In my conclusion, the drinking water is one of the essential need for human life. The consequences are far worse than the benefits. The government needs to take action and manage the expenses through taxes so the lower family could relieve from paying extra money, along with other life's needs.

Task Achievement / Task Response: Band 6.5
The response successfully addresses all parts of the prompt, clearly stating a position that water should be provided free of charge because it is a basic human right. Relevant ideas are presented, such as the economic burden on underprivileged families and the health risks of drinking unfiltered water. However, some ideas remain under-developed, which keeps the score at this level rather than higher. For instance, the point regarding government sectors and tax budgets is introduced in the third paragraph but lacks deep exploration of how such a system would practically function or be maintained on a large scale. The main position remains clear throughout, meeting the criteria for a well-structured argument with minor developmental limitations.
Coherence and Cohesion: Band 6.5
The essay presents a coherent overall arrangement with a clear progression of ideas from introduction to conclusion. Paragraphing is used appropriately to separate distinct arguments, such as health implications in the second paragraph and financial solutions in the third. However, cohesion is sometimes mechanical or faulty. For example, referencing can be unclear, such as the phrase "in those situation" where pronoun and noun agreement slips, and transitional markers are occasionally basic or repetitive. To reach a higher band, the writer would need to employ a wider and more flexible range of cohesive devices, ensuring that logical transitions between sentences and paragraphs flow more naturally without attracting attention to themselves.
Lexical Resource: Band 5.5
The student uses an adequate range of vocabulary for the task, successfully attempting less common items such as "unprivileged families," "vulnerable," and "accommodated." However, there are noticeable lexical resource limitations and errors in word choice, form, and collocation. Examples include "basic need" instead of "basic needs," "free of charges" instead of "free of charge," "basis need" instead of "basic need," and "got highly effect" instead of "severely affected." Furthermore, words like "Accommodated" are capitalized incorrectly mid-sentence, and phrases like "lower family" should be "lower-income families." These errors do not seriously impede communication, but they reflect a restricted lexical control that prevents the score from rising further.
Grammatical Range and Accuracy: Band 5.5
The essay displays a mix of simple and complex sentence forms, demonstrating attempts at subordination and relative clauses. There are, however, some recurring errors in grammar and punctuation. For instance, subject-verb agreement issues appear in phrases like "Every citizen pay taxes" instead of "pay," and structural slips occur in sentences such as "might not possible afford" instead of "might not be able to afford." Prepositions and article usage also show occasional lapses, such as "receive the clean water." Despite these errors, they rarely impede overall communication, and the sentence structures successfully convey the intended meaning, matching the characteristics of a mixed grammatical control.
