IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Drinking water plays a paramount role in the world. There is an argued that having access to clean and safe water is a fundamental right for every individual. Hence, Government should ensure that every household receives a free of cost water supply. I partially agree with this statement because it is not practical solution to provide water completely free of charge as people can do more water wastage, water treatment are much expensive to claim.
To commence with, clean water should be affordable for the household people as it basic essential need for drinking, cooking and hygiene as low income household could recieve a minimum amount of safe water without charge. Furthermore, free water access can also protect public health owing to providing clean water reduces water-borne diseases this can also alleviate pressure on healthcare system by preventing illness.
On the flip side, water treatment, pipelines, maintenance and purification are much expensive for legal authorities that's why giving free water is problematic. If nobody pays cost then governing system must cover the entire amount through taxes leading to financial burden on public budgets. Epitome, when something having zero charge, people may use it carelessly by wasting them mostly this can seen in the houses they would not pay attention on closing water taps if buckets are already full or so on.
In the conclusion, basic access to clean water should be allocated to everone. However, providing an unlimited supply of water without charge is impractical. For that balance of allowance and payment on additional consumption should be applicable on the water usage.
