IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?

Student answer (Band 6.5)
Access to safe and clean water is crucial for human health and survival. It is often argued that every household should be provided ample supply to cost-free water. I partly agree with opinion. While water is the basic neccessitity of life, proividing it completely free could result in excessive water wastage. However, a limited amount of water should be given free of charge to every house.
On the one hand, water plays a significant role in the survival of living things. It is essential for drinking, cooking, and cleaning purposes. No one should be completely deprived of this blessing. If clean water is not available in a region, it leads to severe health issues, particularly chlorea, typhoid, diarrhea, and dysantery. For instance, many disadvantaged families often faces water scarcity, which makes them dehydrated. Therefore, governments should allocate specified funds for providing a minimun amount of clean water to every household regardless of their socioeconomic status.
On the other hand, while water is pivotal for living, people should understand its significance. If it is given free of charge to every individual, they are less likely to learn its value. Hence, many people would waste it. For example, children would continue to remain their taps open while brushing their teeths. In this way, it gets wasted, and people might suffer water scarcity in the near furture. Moreover, cost-free water requires huge amount of capital for the infrastructure, pipelines, and water discharge displays. Consequently, governments would impose more taxes on the nation to supply water to every houshold. As a result, the destitue might suffer again due to financial constraints. Therefore, there should be kept a balance between water supply and its usage.
In conclusion, I believe that water is a fundamental human right. Minimun amount of it should be provided free of charge to fulfill the basic needs of daily life. Above this, there should be some charges for every person to purchase water. So that they may grasp the value of water conservation.
