IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
From the bigging of the human evolution water is the essential part for the survival of mankind. For that reason, to have an access of clean water is a basic human right, and however without any charges or tax people do not give value a water and waste it.
On the firstly hand, Water is the very crucial part of the human because mankind could not survive without water because it's a source of life, unlike other goods for every food every substitute is available but for water there is no substitute exist. Furthermore, without water normal human can't survive for even 72 hours. So, for that reason charging water is indirectly harmful for low-income household. To illustrate that, Countries like south Africa and India's remote region where water supply is very low and difficult have the large number of health issues. For that reasons water should be free of charge and must have supply chain for remote areas.
On the other hand, to build a system for water supply chain it is a very costly for government. To build a system it needs water treatment, pipelines, and maintenance cost for sustain and it cost significant money. For that reason, water should have tax or chargers. Secondly, without any charges, people will waste water and will not value it. So, having a little cost or tax for water is very necessary for a reason.
In conclusion, I partially agree that water should be free of cost in light of human health and basic human right, even so there should be low margin tax or cost because of it is very costly for governments for maintenance of pipelines and water treatment.
