IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.5)
Access to clean water is essential for basic human survival and well being. Because of this many people believe that government should provide a free water supply to every household. I completely agree with this view because free and safe water supply protects public health and supports poor families who struggle with basic living necissities.
The most significant reason why water should be free is that it is a basic biological necessity. Human beings cannot live without water for more than few days. If water is treated as a commercial product that people may must pay for, low income families may not be able to afford enough of it. As a result, they might use unsafe water from rivers or ponds, which can cause numerous dangerous diseases like cholera. When a governmenmt provides clean water to drink and use for free of cost, it ensures that all citizensstay healthy, reducing the burden on public hospitals.
Furthermore, providing free water is a fundamental duty of a fair society. Just like basic education and healthcare, clean water should be funded by government throuh the collection of public taxes. Some people argue that free water leads to waste, but governments can prevent this by setting the daily limits per household. Any water used above this daily limit should be charged. This approach ensures the fair use of free water supply, providing families with enough water to cook, drink and clean without facing financial hardship.
In conclusion, clean water is a human right, not a luxury item. Governments should take full responsibilty for providing basic water supply to every home free of charge. This method protects public health and creates a more equal society, where everyone can survive with dignity.
