IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 7.0)

Access to clean and safe water is an essential human need, and some people believe that every household should receive a free supply of water. Although providing water completely free of charge could place a financial burden on governments and encourage wasteful consumption, it would ensure that everyone has access to this basic necessity. I agree that every home should have access to free clean water because this can protect public health and support low-income households.

On the one hand, providing free water create financial and environmental problems. Governments would have to spend substantial amount of public money on water treatment, infrastructure, maintenance and distribution. This could place preasure on national debt, particularly in developing countries where governments already struggle to provide other essential facilities. Moreover, people may be less carefull about their consumption if they do not have to pay for water, leading to unnecessary waste and greater pressure on limited resources. For example, households might leave taps running or use excessive water for gardening and cleaning. However, I do not completely agree because governments can introduce resonable usage limits to prevent wastage while providing a basic amount of water with no charge.

On the other hand, availability of free water can protect public health and can promote social equality. Filter water is essential for drinking, cooking, washing and maintaining proper hygiene, so people should not be denied it because of financial difficulties. This is specifically important for low-income families who do not afford because of the monetary instability. For instance, a poor family could obtain sufficient water for drinking and sanitation without having to choose between paying a water bill and purchasing food or medicine. Therefore, I agree with this view because access to safer water should be guanteed to everyone.

In conclusion, although free water could increase governments expenditure and encourage waste, I believe every household should receive a basic supply of clean water free of cost. This is because it is a part and parcel for health and hygiene and can protect vulnerable members of society.

Nevertheless, referencing is occasionally slightly repetitive or mechanical in its transitions, preventing the flow from becoming entirely natural and unobtrusive. Improving the variety of cohesive links rather than relying on standard formulaic phrases would elevate this aspect further.

The writer demonstrates an adequate range of vocabulary for the task, successfully attempting less common items such as 'infrastructure', 'social equality', and 'vulnerable members'.
