IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 5.0)

Water is a basic need of life and we cannot survive without water. Supply clean and pure water is necessary. However, it is not to be free of cost, i totally disagree on this prospective.

In the contemporary world, water is necessary for survival of each life and every person need water.It is basic tool for household. water need in cooking,washing and drinking.So if it will be free of cost then state faces losses. For example if government provides water free, it would be difficult for them because single plant price is too high and econmy will be in loss.

On the other hand, if authorites pass some budget and they make some purification centers in the main area of each city then public can acess it and all class people can filled their desired amount of water.

In connclusion, although it will be alarming situation for states to provide enough amount of water to every citizen, and big investments will cause economic loss, so should apply some tax on water that would be environment friendly.
