IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
In recent years, there has been considerable debate about wether water supply should be free of charge for household or not. Although clean water is basic human necessity, in my point of view it should be free for every houehold consumer but there is threashold for each individuals, people who consume more water they should pay the additional charge for usage.
The main reason for providing the water for free charge because water is essential and use for basic purposes like cooking, washing cloths, drinking and after all it is basic nessecity rather than luxery Low-income families may struggle to pay high utility bills, and cutting off their water supply could seriously affect their health and living conditions. For example, governments could provide each household with enough free water to cover essential daily needs. This would ensure that everyone, regardless of their financial situation, had access to safe water.
On the other hand, making an unlimited amount of water completely free could lead to excessive consumption and waste. If people do not have to pay for the amount they use, they may be less careful about leaving taps running, washing cars frequently or using large quantities of water for gardens. Furthermore, supplying clean water requires significant investment in treatment plants, pipelines, maintenance and workers. Charging consumers for usage above a basic allowance could help governments cover these costs while also encouraging people to conserve water.
In conclusion, although I strongly believe that access to clean water is a fundamental human right, I disagree that the entire household water supply should be free. A basic amount should be provided without charge, while excessive consumption should be paid for.
