IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 5.0)

Water is one of the basic human rights. Many people opine that the government should supply water for free, while others claim that water supply should be paid as well as there should be some rules and regulations in water usage. Although water is a basic human right, i personally believe that water supply should not be free of cost.

First of all, people around the world use water in their everyday life. If they are allowed to use water for free, there is a substantial chance that people misuse water which can lead us to a serious water shortage crisis. However, the govenrment should be charged a limitied amount of money for water so that every citizen can comfortably afford the cost. On top of that, policymakers should take effective measures to aware individuals about the consequences of water wastage.

On the other hand, governments all over the world allocates massive funds to regulate pure and safe water supply for the citizens. Water management and supply is one sort of business for the government bodies around the world, which is also an open secret and quite common in this contemporary era. Undoubtedly, goventments generate a massive income by charging for water. And so, they can use the profit for the well being of their countries.

In conclusion, I firmly believe that the government should take considerable steps to aware people about water usage and charge very minimum so that people from all stage can afford water and use water properly.
