Student answer (Band 6.0)

It is a fact that every human being has free will to use the natural resources, but missed use may lead to consequences. Some people believe that having clean water at home for drinking and other household chores are their basic rights, and they should get water freely. I strongly agree with the view that getting clean water enhance hygene and well-being, and as water is new oxygen for humans, a higher cost of drinking water may lead to conflicts among communities and inequality between people.

One compelling reason why the government should provide water freely is that drinkable water is good for health and make people's activities of daily living easier. In other words, the human body contains 75% of water; if the water charged with higher cost, the younger generation avoid drinking water to save water bills. For example, having a less water may cause water-related diseases, such as dehydration, dry skin, and so on. Therefore, free water supply helps people to stay hydrated and keep healthy, and that will happen only if individual get access to clean water without paying tax for it.

Another reason of provided water supply free of charge is that tax on water may create riots in the communities, especially in the underdeveloped area of many nations, where the state administration provides water facilites in few areas for limited usage and for shoter periods. In addition, low-incomed families does not afford the water bills, if applicable with higher taxes, they must use the water facilities provided by the state in their area, and people have to struggle to stand up in line to get water. To illustrate, in Mumbai, India; there are some areas, where water timing is restricted and only an hour people get to fill up the water tanks. Therefore, people get free water, but they have to stand in line for their basic needs.

In conclusion, although having access for clear aquatic supplies is a basic human need, the state-run policies should provide water without imposing water taxes. I opine that every household must get water without any charges, for better physical health and to decline the societal rivals.

Task Achievement / Task Response: Band 6.0

The response addresses all parts of the task by presenting a clear position agreeing that clean water should be provided free of charge. Relevant ideas are introduced, such as the health benefits of hydration and the potential for social unrest over water taxes, though some of these points are under-developed or drift slightly from the prompt. For instance, the discussion of long queues in Mumbai illustrates restricted water access rather than directly arguing whether the supply should be free of charge. To reach a higher level, the ideas would need more thorough extension and direct support connecting taxation policy directly to societal welfare without relying on tangential examples.

Coherence and Cohesion: Band 6.0

The essay presents a coherent overall arrangement with a clear introduction and conclusion, and logical paragraphing is used throughout. However, cohesion is at times mechanical or faulty. Cohesive devices and transition markers such as 'In other words' and 'To illustrate' are used, but referencing is occasionally unclear, such as the abrupt shift between health implications and community riots. Paragraphs follow a recognizable thematic structure, but to progress further, the logical links between sentences need to be smoother and referencing words like pronouns must point more precisely to their antecedents.

Lexical Resource: Band 5.5

The writer demonstrates an adequate range of vocabulary for the task, attempting less common items such as 'underdeveloped area', 'state administration', and 'hygene'. However, there are noticeable spelling and word choice errors that reflect a limited precise range, including 'missed use' instead of 'misuse', 'new oxygen', 'low-incomed families' instead of 'low-income families', and 'clear aquatic supplies'. These errors do not impede communication, but they highlight an occasional lack of precision in word choice and spelling that prevents the lexical score from rising higher.

Grammatical Range and Accuracy: Band 5.5

The essay displays a mix of simple and complex sentence forms, demonstrating attempts at subordination and relative clauses. There are some errors in grammar and punctuation, such as article omissions and misuse ('if the water charged with higher cost', 'having a less water', 'individual get access'), but these errors rarely impede communication. The majority of simple sentences are constructed adequately, while attempts at more complex structures introduce occasional inaccuracies in verb forms and agreement. Greater control over complex sentence patterns and article usage would be required to achieve a higher band.
