Student answer (Band 5.5)
I think it could be a better idea for confirming that everyone has clean water regardless of their effortability. Water has a significant role in day-to-day life.Water is used for basic needs in houses including bathing, cleaning, drinking and cooking.
But, everyone should make sure about the purity of water they are consuming. In urban areas water supply is provided by the government. But people should pay for that. The government increases the charges and implements tax on water bills. Eventhough the citizen pay tax when purchasing goods or services. Nowadays In sri Lanka water bill and electicity bill are the greatest burden with increasing prices of necessary items and fuels.
In rural areas most of the people tend to consume water from rivers and ponds as it is for cleaning, washing, and bathing. And also the well is ued for getting water for drinking. But, the people are unaware or unaffordable to have the clean water. They don't consider about the appropriateness of water for relevant uses.
As they can;t effort to pay bills they don't much concern about having filtered water for drinking and other uses. But, the government should take into account the people basic needs and its accesibility.
However the people live in the cities also can suffer to pay the water bills because of raising living costs. If the goverment implement a plan to supply pure water to everyone in the country without paying any charges it could be the best way to make sure that everyone in the state is having the water that isn't having any negative impact on their healthy lives.

Task Achievement / Task Response: Band 5.5
The response addresses the task only partially and presents a position that is somewhat unclear and lacking in full development. While the writer touches on the prompt by discussing urban and rural water supply issues, the ideas are rather limited and under-developed. For instance, the discussion regarding urban water bills and rural water sources drifts into general observations about living costs and hardships without directly or consistently supporting a clear stance on whether water should be universally free. To reach a higher standard, the writer needs to present a fully developed, well-supported position throughout, extending main ideas with clear examples and explicit logical links back to the core question of whether every home should have free access to clean water.
Coherence and Cohesion: Band 5.5
There is some organisation evident in the division of ideas between urban and rural contexts, but the overall progression of argument lacks clarity. Cohesive devices are sometimes inadequate, inaccurate, or repetitive, resulting in a somewhat disjointed flow. For example, transitional phrases like 'Eventhough the citizen pay tax' and 'And also the well is ued' disrupt the natural logical sequencing of sentences. Paragraphing is attempted, but the internal cohesion within paragraphs often relies on repetitive sentence openings rather than a smooth variety of referencing and substitution. To improve, the writer should ensure that each paragraph builds logically upon the previous one and employ a wider, more accurate range of cohesive devices to connect ideas seamlessly.
Lexical Resource: Band 5.0
The vocabulary used is limited but minimally adequate to convey basic concepts related to water supply and daily needs, such as 'bathing, cleaning, drinking and cooking.' However, there are noticeable lexical errors and awkward word choices that cause some difficulty for the reader. Instances of incorrect word forms and collocations appear throughout the text, such as 'effortability', 'unaware or unaffordable to have', and 'can;t effort to pay bills', where the intended terms relate to affordability. Furthermore, spelling and mechanical slips are present, including 'electicity' and 'goverment'. To achieve a higher level, the writer must expand their lexical repertoire, use word forms accurately in context, and demonstrate greater control over less common vocabulary and collocation.
Grammatical Range and Accuracy: Band 5.0
The response employs a limited range of sentence structures, relying heavily on simple sentences and basic coordination. When the writer attempts more complex structures, they are often faulty, leading to frequent grammatical errors that can cause difficulty for the reader. There are persistent errors in verb forms, article usage, subject-verb agreement, and prepositions within grammatical patterns, such as in the phrases 'the citizen pay tax' instead of citizens paying tax, and 'the people live in the cities also can suffer to pay'. Additionally, punctuation errors like 'can;t' detract from the overall technical control. To progress, the writer needs to produce a greater variety of error-free complex sentences and exercise tighter control over basic grammatical boundaries and agreements.
