IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Nowadyas, it is often argued that filtered water should be supplied to each house by the authorities at no cost. In my opinion, this should be the Government's responsibility to ensure accessibility of clean water to every individual.

To begin with, when structuring the cities it should be made sure that every landscape has proper pipes for filtered water coming from the city's water center, so, that no one deprives of the basic human right. As as result, this will decrease unnecessary stress for community. Furthermore, there are few unemployed folks who can not afford so much, lacks in providing clean water to their family by considering it not pivotal. Hence, their family becomes prone to other health issues and diseases by consuming infiltered water, therefore this will burden them with other expenses which they can not afford at the moment due to lack of money.

Moreover, every developed nation has defined this as the basic human right because our taxes are being payed to the Government. So, people should get this right without any doubt, because this makes country clean and disease free. This, therefore, leaves a headache at the authorities end to some extent because they have to pay for the individuals.

In conclusion, I would like to argue that states should provide free clean water to masses in oreder to run a well managed country. It can not be denied that this burdens the officials with extra charges, but this can be minimised if, elites contribute to water fund on their own.
