IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Access to clean water is truly fundamental right of human being. I strongly believe that every home should have adequate amount of water and pure water that are safe to use and drinkable. However, I do believe that all household should have water supply free of charge as water is basic essential to survival of human and it can improve health.

On the one hand, water is necessary for everyone’s daily life. People need it for drinking, cooking, washing and maintaining personal hygiene. If water is costly then poor families cannot afford it for their basic needs. This could lead to serious health problems, including diseases caused by poor sanitation and the consumption of unsafe water. Therefore, providing water without charge would ensure that every person can enjoy a basic standard of living.

On the other hand, some people argue that free water could lead to unnecessary consumption and place a financial burden on governments. If people do not have to pay for water, they may waste it by using excessive amounts for gardening, washing cars or other non-essential activities. In addition, governments have to spend a large amount of money on water treatment, pipelines and maintenance.

In conclusion, although there are some disadvantages to providing free water, I strongly believe that every home should have access to a free supply because clean water is essential for human life and should not depend on a person's ability to pay. However, I believe these problems can be managed through proper government regulations.
