Student answer (Band 5.0)
I agree with this statement. I believe that access to clean water is a basic human right, and every household should have a reliable supply of clean water free of charge. This is because water is essential for drinking, cooking, hygiene, and maintaining good health. Moreover, providing free access to clean water can help poor and vulnerable families meet their basic needs.
However, I do not mean that people should be allowed to waste water. Governments can provide a basic amount of water free of charge, while charging for excessive consumption. In this way, everyone can have access to clean water while encouraging responsible use.
in some rural areas of Punjab and Sindh, people have limited access to clean drinking water and may have to travel long distances to collect it. Providing a free basic water supply could significantly improve public health and the quality of life of these communities.
However, I do not think that unlimited water consumption should be free. The government could provide a reasonable amount of water free of charge and impose charges on excessive usage.
in Pakistan pure water remained a serious challenge and threat for its citizens and the peoples of Sindh Rural and some areas of Punjab are not in position to the access of pure and clean water they are drinking water standing in ponds by which they facing breakout of viral diseases and dying with thrust.
i strongly agree with this that Federal Government and provincial Government should take initiative for the free supply of water to its citizens as it is the most essential part of life.

Task Achievement / Task Response: Band 5.5
The response addresses the prompt by expressing a clear position in favour of providing free basic water while charging for excessive use. However, the development of ideas is limited and somewhat repetitive, characteristic of a response addressing the task only partially. While the writer introduces relevant points about health and government responsibility, several arguments are underdeveloped or restated multiple times, particularly the ideas regarding rural areas in Pakistan and the distinction between basic needs and excessive consumption. Note that the 9 words copied directly from the prompt were not counted towards the overall word count. To move to a higher level, the writer needs to fully extend and support their ideas with more detailed explanations and varied examples rather than reiterating the same points.
Coherence and Cohesion: Band 4.5
There is some organisation in the response, but it lacks a clear overall progression. The essay suffers from repetitive paragraphing and fragmented structure, where points about rural areas and excessive consumption are reintroduced later in the text rather than being integrated cohesively into a structured argument. Cohesive devices are used minimally or inaccurately, and referencing is occasionally unclear, leading to a disjointed reading experience. To improve, the writer should ensure that each paragraph has a distinct focus, and use a wider and more accurate range of cohesive devices to clearly link sentences and paragraphs together in a logical sequence.
Lexical Resource: Band 5.0
The vocabulary used is limited but minimally adequate for the task, featuring basic terms related to the topic such as 'drinking', 'cooking', 'health', and 'government'. There are noticeable lexical errors and awkward word choices that may cause some difficulty for the reader, such as 'dying with thrust' instead of 'thirst', and 'pure water remained a serious challenge'. Spelling and word form errors also appear, for instance, 'peoples' and 'in position to the access'. To achieve a higher score, the writer must expand their vocabulary range, incorporate less common lexical items with greater precision, and pay closer attention to collocation and word formation.
Grammatical Range and Accuracy: Band 5.5
The writer uses a limited range of sentence structures, relying heavily on simple sentences and basic compound structures. Attempts at more complex sentences are often faulty, featuring frequent grammatical errors that can cause difficulty for the reader. Issues include awkward phrasing, missing or incorrect prepositions, and problems with articles and subject-verb agreement, such as 'by which they facing breakout' and 'Federal Government and provincial Government should take initiative'. Punctuation is also inconsistent, with lowercase letters starting sentences like 'in some rural areas' and 'in Pakistan'. To progress, the writer needs to demonstrate a greater variety of complex grammatical structures and improve overall grammatical accuracy.
