Student answer (Band 6.0)
The availability of clean water is a basic human right. To meet the need of pure water, there should be the facility of water supply to general public at their homes and it should be free of cost. I disagree with this concept. Although, it is the responsibilty of state to provide the people with clean water that is free of germs and infections but people should also pay a samll amount to support these type of projects.
On one hand, the access to pure distilled water is the need of a nation. In recent years, there has been a lot of soil pollution resulting in the polluted water that causes cholera, cancer and many liver diseases. In 2010, after a heavy flood in Pakistan, the water of effected areas turned yellow containing various microorganisms. To handle this situation, government of Pakistan introduced water supply system all over the country with affordable charges. From my perspective, it is the responsibilty of residents of the country to support financially to the government.
On the other hand, the state should provide free of money projects to its people by allocating funds in these schemes and they should not charge from the people. But this will cause a lot of burden on government and the economy of country will face downfall.
Keeping in mind all these points, I disagree with the concept of free availability of pure water. It is also the responsibilty of nation to take part in the progress of their country by providing the small amount of money to authorities. This will be win-win solution for both government and local people.

Task Achievement / Task Response: Band 6.5
The response addresses all parts of the task and presents a clear position throughout, which is a hallmark of higher bands. The writer disagrees with the notion of free water supplies and supports this stance with relevant ideas, such as the economic burden on the government and the shared responsibility of citizens. However, some ideas are more fully developed than others; for instance, the paragraph discussing the alternative view that the state should provide free projects is somewhat abrupt and lacks the extended explanation seen in the rest of the essay. This partial under-development of certain points keeps the response balanced at this level, successfully covering the prompt while leaving room for deeper elaboration.
Coherence and Cohesion: Band 6.0
The essay displays a coherent overall arrangement with a clear central topic. The writer uses standard organizational markers to structure the text, such as 'On one hand,' 'On the other hand,' and 'Keeping in mind all these points.' However, cohesion is at times mechanical or slightly repetitive, and referencing can be awkward, as seen in phrases like 'these type of projects' or 'free of money projects.' Paragraphing is used sufficiently to divide the introduction, body points, and conclusion, but the progression between paragraphs could be smoother to establish a more seamless flow of ideas.
Lexical Resource: Band 5.5
The student uses an adequate range of vocabulary for the task and attempts less common items such as 'microorganisms,' 'distilled water,' and 'win-win solution.' However, there are noticeable errors in word choice, word form, and collocation that prevent access to higher bands, including 'pure distilled water' (where distilled is inaccurate for clean drinking water), 'effected areas' instead of 'affected areas,' 'free of money projects,' and 'providing the small amount of money.' Despite these inaccuracies and occasional spelling mistakes like 'responsibilty' and 'samll,' communication is not impeded and the vocabulary remains minimally sufficient.
Grammatical Range and Accuracy: Band 6.0
The writing demonstrates a mix of simple and complex sentence forms, utilizing structures like conditional and concessive clauses such as 'Although, it is the responsibilty of state to provide...' and 'To handle this situation, government of Pakistan introduced...'. There are some errors in grammar and punctuation, including missing articles ('the responsibilty of state', 'economy of country'), preposition issues ('support financially to the government'), and minor punctuation or comma splices. Nevertheless, these errors are relatively infrequent and rarely impede communication, allowing the reader to follow the arguments without difficulty.
