IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 5.5)

Access to clean water is one of the most important basic human need. Some people believe that every household should receive a water supply completely free of charge. I agree with this view because clean water should be available to everyone, but unlimited free water for waste and financial problems.

First of all, clean water is helpfull for human health and daily life. people need water for drinking, coocking and washing. Poor families to pay struggle their waterbills, speacially to developing countries. If government provide a basic amount of clean water free of charge This could also reduce disease caused by unsafe drinking water. For example, families in rural areas may not have enough money to buy clean water, so government support could significantly improve their quality of life.

However, providing unlimited water completely free of charge could create some problems. If people do not have to pay anything, they may use more water then they eccually need. In addition, government have to spend a large amount of money on a water treatment, pipelines, maintenance and electricity. If all water were free, these cost would have to be pay through taxes or other or other public funds.

In my opinion, the best solution is to provide a basic amount of clean of water free of charge to every household. After this limit, people could be charged according to how much additional waer they use. This system could protect poor families while also use everything to use water responsibility.

In conclusion, clean water should be considered a basic human right. However, government should apply unlimited clean water free of cost, in poor families.
