IELTS Writing Task 2 question

Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.

Do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Having access to clean water is a basic human right; therefore, it is argued that everyone should be provided with water free of charge. I do not completely agree with this view, as I believe that while everyone should have access to clean water, people should not necessarily receive it completely free of charge.

On the one hand, I agree with the view that it is every person's right to have access to clean water. There should be no discrimination when it comes to accesing this essential resource. For example, poor and needy people may not be able to afford clean drinking water, so they should atleast be provided with enough water to meet their requirements. This ensures that everyone maintains a healthy standard of living regardless of their financial situation.

On the other hand, I do not believe that providing water completely free of charge is necessary. This may lead to excessive use of water, particularly by industires and factories require large amounts of it to run manchines. For instance, if people do not have to pay anything for water, they may be less careful about how much they consume, which could contribute to water scarcity in the future. Therefore, a minimum fee should be charged for water so that people are encouraged to use this essential resource efficiently. This could help conserve water for future generations.

In conclusion, although having access to clean water is a basic human right, I dont agree that it should be provided completely free of charge. Charging a small fee could encourage people to use water more efficently and help conserve this resource for future generations.
