IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.5)
It is considered that easily accessibility of clean water is a basic need of every individual. Hence, clean water should be free of cost for every house. This essay disagrees with the given notion because it increases wastage of water and financial burden on the government.
To commence by explaining why this trend impacts negatively on water resources. The first and foremost reason is that it enlarges wastage of water. In other words, if water is free of cost, then citizens will intend to misuse groundwater in several insufficient chores instead of drinking water. Generally, water is a basic need to do every work at home like bathing, washing clothes and utensils and many more. People may not use the recycling and filtering process of water because water is available everywhere. Thus, this leads to excessive use of water bodies. For example, an individual who pays for a single bottle of drinking water, then they know the importance of fresh water as compared to who has easy access of clean water.
Furthermore, the second reason why I disagree with this notion is that it raises the financial burden on the government by providing the water free of charge. To explain it, maintaining pipes, treating water and purification of water need high cost so that it will increase an encumbrance on the local authorities and the nation's funds which use in another important social problems of the society. For instance, 25% of the national fund are used in the management of water supply in a country.Therefore, it creates liabilities on the government so that water should not be free of cost.
In conclusion, although water is a basic human right of each person for social equality and healthy lifestyle, yet free water can create more issues like wastage of water and financial burden on the government. That's why, clean water should have the cost of buy, that individuals not only always know the importance of clean and fresh water but also it decreases the financial burden on nation's funds.
