IELTS Writing Task 2 question
Access to clean water is a basic human right. Therefore every home should have a water supply that is provided free of charge.
Do you agree or disagree?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 5.0)
Many people believe that access to clean water is a basic human right. Therefore every households should have a water supply that is provided free of charge.
This essay will discuss both of view before presenting my own opinion and reaching conclusion.
From my point of view, i agree with this statement.
Water is an important part of human life. Without water people can not survive a single day.
Everyday we used water in various work such as: cleaning cloths, drinking water, making foods etc. So, every home owners has a responibilites to provide clean water to tenants without charge.
Many developed and underdeveloped countries goverment ensurure free cost water supply for citizens.
However, when someone pumping water from underground that time they pay electricity bill. As a result, some owner distibute this charge to residents. But from my perspective, this is unfair although they has some logic.
This electricty bill is very low but most of the landlord demand a big amount while resident did not response then they crate pressure also given threat. So, i believe government should encourage them and if they break it then add penalties.
On the other hand, especially tenants has some responsibilites. First of all, using water for valid reason without any causes did not use water.
Government should reduce the charge rate also create a back-up plan for example: reused systems.
In conclusion, both tenants and landlords should follow some procedure which helpful for our society and try to prevent wasting water.

Some links are unclear, particularly “First of all, using water for valid reason without any causes did not use water.” Paragraphing also separates very short points rather than developing a sequence of reasoning. Group related ideas into a clear argument, use pronouns and linking phrases precisely, and ensure each paragraph advances your position.
