Student answer (Band 5.5)

To have the access with the clean water is a basic human right. Therefore every home should have a water supply that is provided free of cost .I agrees to some extent that water is a mandatory thing in our daily routine however it cant be provided to every society with out any charges as it is not possible economically .

For transporting the water to every citizen of the states it requires a massive investment from the government as well as private sectors .As far as private companies is concern there main motive is to generate an income from their investment which is used for transporting , maintaining the quaility and minimise the wastage. In Pakistan we purchases the mineral water bottles from the shop for the domestic use . Millions of resident works in water sector as there all are not working voluntarily . Companies have to pay their salaries and manage their internal expenses . Business always safeguard the rate of return rather than humantrians activities. They cant share their services freely.

Conversely goverment can give certain substies in the water bills for their citizen .As per my opinion it would be targeted . Those person who have the capacity to buy it exclude them from the subsities . In Pakistan and most of the develop countries concern departments work on the data to make sure that right person must have the access for free water if they are not financial stable .

Task Achievement / Task Response: Band 5.5

You give a relevant, qualified position: you agree that water is essential but argue that universal free provision is economically impractical, proposing targeted subsidies instead. The discussion of infrastructure costs, company expenses and support for people who cannot afford water provides relevant reasons, and the Pakistan example helps ground the argument. However, several points are asserted rather than explained—for instance, the claim that private companies cannot provide services freely could be linked more clearly to the case for a basic free allowance or affordable pricing. The response also contains 224 words, so it is 26 words below the required minimum; this limits the opportunity to develop and support your position fully. Add a conclusion and extend one or two examples.

Coherence and Cohesion: Band 5.5

The response has a recognisable overall structure: an introduction states your position, the main paragraph explains costs, and “Conversely” introduces targeted government support. This gives the reader a basic route through your argument. However, the progression is not consistently clear within the body paragraph: the discussion moves from investment to bottled water, workers’ salaries and business motives without fully showing how each point connects to the next. Some linking is also mechanical, and the final paragraph ends without a concluding statement that brings your position together. Use separate paragraphs for the cost argument and the proposed subsidy system, and make links explicit—for example, explain how public funding could protect low-income households while still covering supply costs.

Lexical Resource: Band 5.5

You use some task-relevant vocabulary, including “massive investment,” “maintaining the quality,” “wastage,” “subsidies” and “financially stable.” These choices show an attempt to discuss infrastructure and public support rather than relying only on basic terms. However, the range is limited and several inaccurate word choices or spellings make parts difficult to understand, such as “humantrians activities,” “substies,” and “safeguard the rate of return.” Some phrases are also imprecise, including “every society” and “the states,” where the intended groups or locations are unclear. Build a more accurate set of collocations for water provision and public policy, and check spelling carefully. More precise wording would make your reasoning easier to follow.

Grammatical Range and Accuracy: Band 5.0

You attempt both simple and more complex sentence forms, including a reason clause in “as it is not possible economically” and a relative clause in “Those person who have the capacity to buy it.” However, complex structures are often faulty, and frequent errors in agreement, articles, verb forms and sentence boundaries can make the meaning harder to follow. Examples include “I agrees,” “private companies is concern,” “Millions of resident works,” and “Those person … exclude them.” Several sentences also run together or have inconsistent spacing around punctuation. Practise checking each sentence for a clear subject and correctly matched verb, and use full stops to separate complete ideas. More accurate control of these patterns would improve readability.
