Student answer (Band 6.5)
One of the basic human rights is to have the availability of clean water. I believe that government should impose charges on it because in this way people are more careful about the wastage and also providing clean water to citizen requires a lot of budget. But the government should provides subsidy to those who can't afford to have costly necessities.
On the one hand, when governments provide water supply free of cost to its citizen they are mostly careless about its use. They don't pay attention to the pipe leakages and in this way a lot of water is wasted on the daily basis. For instance, many individuals daily water their plants and a large amount of water is used to irrigate the lawns. When consumers are not worried about the bills, they will ultimately not care about its usage.
Admittedly, I believe government invest so much on providing clean water. Dams are built to save water and it requires a lot of money. On a small scale, water pipe system is introduced in all urban areas to provide water to its citizens. So a big amount of budget is spent on water irrigation system and i agree that government should impose tax and bills. In this way, government can make use of all the tax collected to provide us with the better water facilities.
On the other hand, if government impose charges on the water supply, it would be very difficult for the low-income families to use clean water. And they rely on the other water resources that are not safe and healthy. According to the survey, many infants die due to water-borne diseases in a particular area where water is not safe to consume. In order to maintain a healthy life style, government should provide subsidy to low-income class families.
In conclusion, I believe that government should charge water as it is necessary to avoid wastage and water irrigation system also requires a lot of money. But government should provides subsidy to those who can't afford it.

Task Achievement / Task Response: Band 7.0
Your position is clear throughout: you disagree with making water entirely free, while supporting subsidies for households that cannot afford it. You address both sides of the issue and give relevant support, including water wastage, infrastructure costs, and the risk of water-borne disease among infants. These points meet the task well. To strengthen the response further, develop the examples and reasoning more precisely. For instance, the claim that people waste water when it is free could be qualified, and the discussion of dams and urban pipe systems could explain more directly how charges fund reliable, safe access. The survey reference is relevant but vague; identifying what it illustrates would make the support more convincing.
Coherence and Cohesion: Band 6.5
The essay has a clear overall structure, with an introduction, two sides of the argument, and a conclusion that restates your position. Paragraphs generally have a central focus, and signposts such as “On the one hand,” “On the other hand,” and “In conclusion” help readers follow the progression. This is a coherent arrangement, though some linking is mechanical and the progression within paragraphs could be smoother. “Admittedly” introduces the infrastructure-cost argument, but its relationship to the preceding point about wastage is not fully clear. Also, repeated references to “government” and “water” make some connections feel repetitive. Use more precise referencing and connect each example explicitly to the claim it supports.
Lexical Resource: Band 6.0
You use an adequate range of vocabulary for the topic, including “water-borne diseases,” “low-income families,” “subsidy,” and “infrastructure” concepts such as dams and pipe systems. These choices communicate the main ideas, and attempts at more formal language are evident. However, some word choices and collocations are inaccurate or unnatural, such as “water irrigation system” for the supply infrastructure and “charge water” in the conclusion. There is also repetition of basic terms such as “water,” “government,” and “provide.” Aim for more precise topic vocabulary and natural collocations, while checking word forms and spelling—for example, “lifestyle” is normally one word and “citizens” needs a plural form in this context.
Grammatical Range and Accuracy: Band 5.5
You attempt a mix of simple and complex structures, including conditional sentences such as “if government impose charges … it would be very difficult” and clauses explaining causes and consequences. The overall meaning remains understandable, but some grammatical errors recur and limit accuracy. Examples include subject–verb agreement in “government should provides” and “government invest,” article and number choices in “to citizen,” and the conditional form “if government impose.” There are also sentence-boundary and punctuation issues, such as the comma splice in “On a small scale, water pipe system is introduced … So a big amount…”. Review agreement, articles, and verb forms, and use full stops or conjunctions to connect related clauses accurately.
