Student answer (Band 5.5)

Human can not survive without water not even any animal or plant. Value of water for any life is inevitable. Having the connection of clean water supply in every home is a blessing because human being can not lead and imagine their lives without clean water.

Water supply in every home without fee is quite unfair becuase every municipality has some maintainces cost and service charge of their own to ensure the access of clear water service to all of the homes around it jurisdiction. So, in the residential area where the wealthy families and afforable families live who can afford to pay the bill of clean water they should be charged. If there is will be a minimun charge for clean water then every human being will use the clean water effectively and sincerely. Without any monthly charge system for the connect clean water in the families then they will misuse the water. For example: Anyone from the family can turn on the tap of the bathroom intentionally and donot get bothered for wasting water. This can only be stopped if you pay.

But in the slum area where the marginal people live, there should be the service in free of cost. If you impose a charge on those people, they will not be able to afford the clean water. As a result, they will choose other sources of water which will they get without any payment. Most of the time, this type of water is not clean, that water even can contain arsenic and different virus which can cause of many waterborne related diseases. Even families from the slums may get into malicious task to get clean water for this reason sometimes big mess happens among the dwellers.

Clean water is as important as oxygen. Judging on the area, the municipality and government should initiate an approach by following that everyone can get the access of clean water.

Task Achievement / Task Response: Band 5.5

You present a qualified position: you argue that households able to pay should be charged, while people in slum areas should receive water free. The points about municipal maintenance costs, waste, and the health risks of unsafe alternatives are relevant and give the response a clear central concern. However, the task asks whether every home should receive water free, and your answer does not fully resolve this question: the final recommendation that policy should depend on the area remains broad. Some claims, such as charging people to prevent waste and the possibility of conflict in slums, need clearer explanation or support. State your position directly in the introduction and conclusion, then develop the reasons for your proposed policy more fully.

Coherence and Cohesion: Band 5.5

The response has a recognisable structure, moving from the importance of water to arguments about charges, then to the needs of poorer communities and a concluding recommendation. Paragraphing helps distinguish these main points, and examples such as the family leaving a tap running support the discussion. However, progression within paragraphs is sometimes difficult to follow, particularly where the argument shifts from affordability to waterborne illness and then to conflict. Linking phrases such as “As a result” are useful, but some connections are unclear or repetitive, and references such as “that water” and “this reason” do not always identify their meaning precisely. Organise each body paragraph around one main reason and make the links between claims explicit.

Lexical Resource: Band 5.5

You use some relevant topic vocabulary, including “municipality,” “service charge,” “afford,” “arsenic,” and “waterborne diseases,” which helps communicate the subject. There is also an attempt to express distinctions between wealthier households and people living in slum areas. However, inaccurate word choice, spelling, and collocation are noticeable and sometimes make the meaning less clear. Examples include “maintainces cost,” “clear water service,” “marginal people,” and “malicious task”; these do not express the intended ideas naturally. Repetition of “clean water” and “charge” also limits flexibility. Build a more precise set of phrases for costs, access, and poverty, and check spelling and collocations when revising.

Grammatical Range and Accuracy: Band 5.0

You attempt both simple statements and longer sentences with clauses, for example, the sentence beginning “If you impose a charge on those people” and the explanation of what may happen as a result. This shows an effort to connect causes and consequences. However, control is inconsistent: errors in sentence structure, agreement, articles, and verb forms occur frequently and can make some sentences difficult to interpret. For instance, “Human can not survive” needs a plural subject, while “If there is will be a minimun charge” has a faulty clause structure. The sentence beginning “So, in the residential area” also contains an incomplete or confusing construction. Practise accurate conditional forms and shorter, complete sentences before adding more complex clauses.
