Student answer (Band 5.5)
It is commonly believed that, access to the clean water is basic human right and it should be supplied to every household free of charge. I agree that basic need of human should not be charged because their are number of poor people in our country who faces difficulties to pay charge but rich people should contribute as government invests on construction for supply.
Firstly, water is primary need of human life, we can't survive without water. Their are enough water available for use despite of draught situations in some areas. In many cities, government take charge for water supply but number of people who can't afford that but they must pay because it is a basic need.
It is their right to get enough water, every individual is a part of nature and dependent on each other for survival. so, no one should take charge of the things that are natures own. for instance, water of flowing river supplied to many homes but many times pipeline connections of the homes has cut down by authority, if they not paid charge so they face difficulties in survival.
Secondly, government invests money to bring water supply to homes. such as dam construction, big pipelines, water tankers and their staff. I believe that every individual should contribute to society if they have plenty enough. If some people who is financially stable, they should contribute and government should make some rules on financial conditions of families, if they have to pay money or not. for example, If they make rules like this, poor people will get plenty of water and the investment cost will be also recover.
In conclusion, clean water access is basic human right so it should be supplied free of charge to poor people but with defined critariaes it should be charged for financially stable homes to recover investment cost.

Task Achievement / Task Response: Band 6.0
Your position is clear: you support free water for poorer households while arguing that financially secure households should contribute. This addresses the central question, and the points about affordability and the costs of dams, pipelines and staff are relevant. The examples of people losing access when they cannot pay and of government investment help explain your reasoning. However, some ideas are asserted rather than fully explained. For instance, the claim that there is “enough water available” despite drought is not supported, and the river-pipeline example could be linked more clearly to why water should be free. Develop the principle behind your means-tested approach and explain how it would protect access while funding supply.
Coherence and Cohesion: Band 6.0
The response has a recognisable overall structure: an introduction, two body paragraphs signalled by “Firstly” and “Secondly”, and a conclusion that restates your position. The progression from water as a necessity to the cost of providing it is generally logical. However, some links between sentences are unclear or mechanical. In the first body paragraph, the sentence beginning “In many cities” has an incomplete contrast, making the relationship between charges and people’s inability to pay difficult to follow. The river example also shifts abruptly from a general claim about rights to pipeline disconnection. Use clearer topic sentences and connect each example explicitly to the paragraph’s main point; check that pronouns such as “they” have an unmistakable reference.
Lexical Resource: Band 5.5
You use relevant vocabulary for the topic, including “basic human right”, “financially stable”, “construction”, and “investment cost”, and the meaning is usually understandable. There are also attempts to use more specific terms such as “pipeline connections” and “dam construction”. However, several word choices and collocations are inaccurate or repetitive, which limits precision: “pay charge” and “take charge for water supply” do not express the intended meaning naturally, while “plenty enough” is awkward. Spelling and word-form errors such as “draught” in this context, “natures”, and “crit ariaes” also affect control. Build a bank of natural phrases for water provision and household affordability, and check spelling and collocations during revision.
Grammatical Range and Accuracy: Band 5.0
You attempt a mixture of simple and complex sentences, including conditional structures such as “If some people who is financially stable, they should contribute” and a reason clause beginning “because”. This shows an effort to express relationships between ideas, but some sentence patterns are faulty and make parts harder to follow. Examples include “their are number of poor people … who faces difficulties”, where agreement and sentence structure need attention, and “In many cities, government take charge … but number of people who can’t afford that but they must pay”, which lacks a clear grammatical connection. Articles, subject–verb agreement, and sentence boundaries also need more consistent control. Practise building complete sentences with one clear main clause, then add subordinate clauses accurately.
