Student answer (Band 6.0)
It is often argued that clean water supply should be free for every home. I completely agree with this statement because not everyone could afford the monthly bills or no matter in what form people have to pay. The other thing is that it's a basic human right so govenment should take possible measure to make it free. Howerever, the excessive use of water should be billed.
The primary reason why the drinking water should be free for everyone is that a large portion of population is lower class and cannot afford to pay for the water they have used for drinking, cooking and other household works. So if they are not using the clean water, it would cause serious health issues to them. I believe that it is a basic necessity of every human being to get clean drinking water and because of that, people will be safe from the germs and health issues that come from infected water. For instance, a child of a elite family is drinking mineral water because they can afford it and the same aged child of a poor family is drinking water which is full of germs and infections so isn't it injustice? The poor child also deserve clean water to drink.
Another important consideration is that providing the water free for everyone doesn't mean that people can waste the water as much as they want. if this happens then it would be a pressure on the organizations and the govement to manage the resources because world has limited resources and they have to manage them. So govenments should make some rules and restrictions that this much water you are allowed to use and in this of the day time, water will be available to you.
In conclusion, i believe that every household should get reasonable amount of water for free. Although there should be some resitrictions implemented.

Task Achievement / Task Response: Band 6.5
Your position is clear from the opening: you agree that households should receive clean water without charge, while adding that excessive use should be billed. You support this with relevant points about affordability, health, and fairness, including the comparison between children from wealthy and poor families. The qualification about limiting use also shows you recognise the need to manage scarce resources. However, some parts are less fully developed than others: the proposed restrictions are vague, and the essay does not explain how a free basic allowance could be distinguished from chargeable excess use. Clarifying this practical distinction and extending the supporting examples would make the argument more complete and persuasive.
Coherence and Cohesion: Band 6.5
The response has a coherent overall structure: an introduction states your view, two body paragraphs present reasons and a qualification, and the conclusion restates your position. Linking phrases such as “The primary reason” and “Another important consideration” help signal the progression. At times, however, connections are mechanical or unclear. For example, “So if they are not using the clean water” does not clearly express the intended cause-and-effect relationship, and the long sentence beginning “I believe that it is a basic necessity” combines several ideas without a clear boundary. The conclusion also repeats the main position rather than drawing together the affordability and resource-management arguments. Use clearer references and vary how you connect and develop ideas.
Lexical Resource: Band 5.5
You use enough topic-related vocabulary to communicate the main argument, including “basic human right,” “health issues,” “limited resources,” and “restrictions.” There are also attempts at more specific language, such as “excessive use” and “infected water.” However, the range is uneven, and several word choices or collocations are inaccurate or repetitive: “household works,” “a large portion of population,” and “a pressure on the organizations” are not natural in context. Spelling errors such as “govenment,” “Howerever,” and “resitrictions” are noticeable and reduce accuracy. Build a bank of natural phrases for discussing water access and public services, and proofread spelling and word forms carefully.
Grammatical Range and Accuracy: Band 5.5
You attempt both simple and complex sentence forms, including a conditional structure (“if this happens then it would be a pressure”) and a relative clause (“water which is full of germs”). This gives the response some structural variety, and the main meaning is generally understandable. However, errors in agreement, articles, sentence boundaries, and punctuation remain noticeable. Examples include “the same aged child … are drinking,” “The poor child also deserve,” and the lowercase sentence opening “if this happens.” The opening sentence also has an awkward construction: “not everyone could afford the monthly bills or no matter in what form people have to pay.” Practise checking subject–verb agreement and building one clear clause at a time, while retaining complex structures where you can control them accurately.
