Student answer (Band 6.0)
Funding public basic services like clean water supply is one of the challenges for many governments of developing countries. This includes the challenges to address the very low coverage, poor quality and provision of insufficient amount in many remote areas. The idea of funding such projects may sound correct and reasonable as it addresses the basic human rights like access to enough clean water that helps to enhance hygiene and sanitation. Governments may allocate funds to increase access and coverage that could help to meet their citizen's human right need especially the low-income class and the hard-to-reach communities, encourages, prevent spread of water related disease, and improves the government-community relation. However, this may put financial pressure on the government to overlook the development and expansion of other basic infrastructures and services such as roads, health facilities, electricity and communication. Besides this move may result in public dependency, lack of feeling of ownership, increased water wastage, and resource misuse. Regardless governments should choose to let the community to plan and fund for the development, expansion, rehabilitation and operation of water supply systems that promotes optimum use of resources, community's active participation and gives a chance for the government to focus on other priorities.

Task Achievement / Task Response: Band 5.5
You discuss relevant benefits and drawbacks of publicly funded water, including improved hygiene, access for low-income communities, pressure on government budgets, and possible wastage. However, the task asks whether every home should receive water free of charge, and your position is not consistently clear: the opening presents free provision as reasonable, while the conclusion argues that communities should plan and fund systems. This leaves the central question only partly answered. The response is also below the required 250 words, so several points remain asserted rather than explained or supported with a specific example. State your agreement or disagreement directly, then develop the strongest reasons with concrete evidence and clarify whether you mean free water for all use or a basic household allowance.
Coherence and Cohesion: Band 5.5
The response has a recognisable overall sequence: it introduces the issue, considers potential benefits, presents disadvantages, and ends with a recommendation. Linking expressions such as “However,” “Besides,” and “Regardless” help signal shifts in argument. At present, though, nearly all the ideas are packed into one paragraph, so the progression is difficult to follow and the contrast between the initial support for public funding and the final call for community funding is not resolved. Some connections are also mechanically joined in a long sentence, particularly the list of benefits beginning “Governments may allocate funds.” Use separate paragraphs for your position, supporting reasons, counterargument, and conclusion, and make each transition show how the next point relates to your stance.
Lexical Resource: Band 6.5
You use a reasonably broad range of topic vocabulary, including “coverage,” “sanitation,” “financial pressure,” “infrastructure,” and “community participation.” These choices show an ability to discuss public services beyond basic everyday language, and the intended meaning is generally understandable. To move further, improve precision and natural collocation: “low coverage” is less idiomatic than “limited access,” while “human right need” and “water related disease” are awkward or imprecise forms. “Public dependency” also needs clearer wording to express the concern you intend. The response shows some awareness of formal academic vocabulary, but several phrases are not controlled naturally enough for consistently precise expression. Prefer familiar, accurate collocations over complex wording when unsure.
Grammatical Range and Accuracy: Band 5.5
You attempt complex structures, including a sentence explaining how government funding could improve access and a contrast introduced by “However.” This gives the response some variety, but long sentences often contain several clauses and list items without clear grammatical control. For example, “Governments may allocate funds … encourages, prevent … and improves” shifts between incompatible verb forms; the subject “funds” also does not agree with the later verbs. In the final sentence, “systems that promotes” has a subject–verb agreement error, and the opening fragment “This includes the challenges to address…” is awkwardly constructed. Break long sentences into shorter units, check that verbs agree with their subjects, and keep parallel items in lists in the same grammatical form.
