Student answer (Band 5.5)
Water is our basic necessity like food, shelter, and clothes. All these things are cost a furtune to access due to government's policicies.
I partially agree to this argument that households should have free acces to potable water for the reason that we must adhere to government's policy, if they give us free water that's great if not we can't do anything about it. Urban areas have a significant number of citizens and continues to increase overtime, the government need funds to pay their employees and facilities to maintain a highly functional society that's the reason why fees are compulsory. On top of that, rural areas are pretty cheap, goods are cheaper compared to cities including water which is free-of-charge. Based on my experience, during my college days I lived in a city before and everything are paid from degraded vegetables to even drinkable water they're quite expensive but in my hometown in the mountains resouces are free and sometimes sold in cheaper prices. This kind of situation provided me an insight as to how areas pave their way to bigger opportunies not only for the citizens but for the whole community.
In conclusion, it will be based on where a person is situated in like urban areas pay for water while rural areas don't it's complimentary, this is due to a developing community needs funds to sustain a momentum for advancement and expansion which every area dreams of. A highly functional community needs maintenance from taxes, fees and labour.

Task Achievement / Task Response: Band 5.0
You give a partial position—“I partially agree”—and offer relevant points about the cost of maintaining water services and differences between urban and rural areas. The personal comparison between living in a city and your hometown also provides a useful example. However, the response does not fully explain whether water should be free as a basic right: the claim that people must follow government policy does not establish your own reasoning, and the rural example does not clearly show that water is reliably free or accessible to everyone. Your conclusion mainly restates the urban–rural contrast rather than resolving the question. Develop a clear position and support it with specific reasons, such as how free provision could be funded and whether a basic allowance could be distinguished from higher usage.
Coherence and Cohesion: Band 5.5
The response has a recognisable introduction, a main paragraph and a conclusion, and it moves from general claims to a personal example. Connectors such as “On top of that,” “Based on my experience,” and “In conclusion” help signal stages of the discussion. However, the overall progression is not always clear: the point about obeying government policy does not lead logically into the funding argument, and the shift from urban costs to rural prices needs clearer explanation. Some references, including “This kind of situation,” are vague, while the conclusion repeats the contrast without drawing the ideas together. Organise the body around one main reason per paragraph and use linking phrases to show how each example supports your position.
Lexical Resource: Band 5.5
You use some topic-relevant vocabulary, including “potable water,” “significant number of citizens,” “maintain,” and “taxes, fees and labour.” These choices show an attempt to discuss public services and community development beyond very basic terms. However, several inaccurate or unnatural expressions make parts of the argument less clear, such as “goods are cheaper compared to cities including water,” “pave their way to bigger opportunies,” and “sustain a momentum.” Spelling errors such as “policicies,” “furtune,” and “resouces” also reduce accuracy. Aim for precise collocations and check spelling; for example, describe the cost of “providing and maintaining water infrastructure” rather than referring generally to facilities and momentum.
Grammatical Range and Accuracy: Band 5.0
You attempt both simple and longer sentences, including a conditional structure in “if they give us free water that's great if not we can't do anything about it” and a relative clause in “which every area dreams of.” However, complex sentences are often faulty, and errors occur frequently enough to make some ideas difficult to follow. Examples include “All these things are cost,” “Urban areas … continues to increase,” and “the government need funds”; these show problems with verb forms and subject–verb agreement. There are also errors in “everything are paid” and “a developing community needs funds,” where sentence structure or agreement is unclear. Practise building accurate sentences with one main clause and a clearly connected supporting clause, then check agreement, articles and punctuation.
