IELTS Writing Task 2 question
In many countries, people do not recycle their rubbish as much as they could.
Why do you think this is?
What can be done to change this?

Student answer (Band 6.0)
While recycling is one of the most effective way to solve environmental problems, there are many people polluting their living surroundings by keeping throwing their trash without any concern. The reason of this is the lack of education as well as the knowledge about the vitality of environment, which require the involvement of government and social organizations.
There are many possible reasons could explain why individuals do not recycle their rubbish. The most obvious reason is that lack of education in the developing countries. For instance, In India people are not educated, thus they do not have knowledge about the environmental issues because they are busy in doing their daily works and have lack of knowledge about the pollution issues. The other reason is the poor law system regarding recycling process. There is no law against people who do not recycle their trash.
To solve this problem, personally I think governments should enact some appropriate actions such as introducing strict laws and cooperation with other NGO's to education and aware public regarding recycling process. First of all, if there is stringent laws against this issue like heavy fine or even imprison then it will definitely reduce this problem. Secondly, governments in developing countries should accept the association of other NGOs in order to get more effective solutions.
In conclusion, I would like to restate that recycle rubbish should be encouraged all over the world in order to reduce the negative effect of human living on the earth environment. To achieve this goal , government and non - government organizations should be collaborate.
