Student answer (Band 8.0)
Household recycling rates remain surprisingly low in many parts of the world, despite growing awareness of environmental issues. This essay will examine the main reasons behind this trend and suggest some practical measures that could encourage more people to recycle.
One major reason is simple inconvenience. In many areas, recycling facilities are limited, collection schedules are inconsistent, or sorting rules are so complicated that people give up out of frustration. A resident might be expected to separate glass, plastic, paper and organic waste into four different bins, each collected on a different day, which is far more effort than throwing everything into one bag. A second factor is the absence of any immediate consequence. Unlike a fine for littering, failing to recycle rarely results in a visible penalty, so the habit never feels urgent. Finally, many people simply lack accurate information about what can be recycled and why it matters, especially in regions where environmental education is not part of the school curriculum.
Several measures could address this problem. Governments could introduce deposit-return schemes similar to Germany's Pfand system, where consumers pay a small deposit on bottles and cans that is refunded when the container is returned, turning recycling into a direct financial incentive. Councils could also simplify collection by providing clearly labelled, single-stream bins rather than complex multi-bin systems. Public education campaigns in schools and on television, similar to those used in South Korea, have proven effective at building recycling into everyday routines from a young age.
In conclusion, low recycling rates stem mainly from inconvenience, weak incentives and limited awareness. Combining better infrastructure, financial incentives and sustained public education would likely produce a meaningful improvement.
