In most countries garbage is not recycled by citizens as much as they should. This is because they don't think they are responsible for this.recycling rubbish doesn't only make environment clean but this also helps to save the environment.
Firstly, government should introduce activities for younger generations to make them responsible citizen for recycling rubbish through educational instituite like university college or school.

Task Achievement / Task Response: Band 5.0
You address both questions: you suggest that people do not feel responsible for recycling, and propose education in schools and fines for those who fail to recycle. These are relevant starting points, but the explanation of the cause is brief, and the proposed measures are not developed with clear details or a specific example. The statement that recycling helps the environment is repeated rather than used to explain how the suggestions would change behaviour. The response also does not meet the required minimum length, so there is limited space to explain and support your ideas. To strengthen the response, explain why people avoid recycling and show how education or penalties could make recycling easier or more worthwhile.
Coherence and Cohesion: Band 5.5
There is a basic overall structure, with an opening, two body paragraphs and a conclusion, and signposts such as “Firstly,” “Secondly” and “In conclusion” help identify the stages of the response. However, progression is limited: the second body paragraph mainly repeats that recycling protects the environment, rather than developing a distinct point. Some links between ideas are unclear, particularly where the discussion moves from pollution to fines. Punctuation and paragraphing also make parts difficult to follow, as in “save the environment government should take actions.” Use one main idea per paragraph, connect each proposal to its expected result, and use linking phrases only where they clarify the relationship between ideas.
Lexical Resource: Band 5.0
Your vocabulary is sufficient to communicate the main topic, with relevant terms such as “recycling rubbish,” “environmental pollution” and “fine.” However, the range is limited and several words or phrases are repeated, especially “environment” and “rubbish.” There are also noticeable spelling and word-choice errors, including “instituite,” “Secodnly,” “literated” and “citizent,” which can distract the reader. Some expressions are unnatural, such as “do rubbish recycle” and “make them responsible citizen.” Build a wider set of accurate topic vocabulary and check spelling and collocations; for example, use “recycle household waste” and “raise public awareness” to express these ideas more naturally.
Grammatical Range and Accuracy: Band 5.0
You attempt some longer sentences, including “This is because they don't think they are responsible for this,” but most structures are simple, and attempts to combine ideas are often faulty. Errors in agreement and verb forms appear in phrases such as “citizens who doesn't do recycling must have pay fine” and “Recycling rubbish save the environment.” Articles and sentence boundaries are also inconsistent, as in “make environment clean” and the run-on “save the environment government should take actions.” These errors sometimes make the intended meaning harder to follow. Practise accurate subject–verb agreement, articles and sentence punctuation, then add controlled complex sentences using “because,” “so” or “which.”
