IELTS Writing Task 2 question

In many countries, people do not recycle their rubbish as much as they could.

Why do you think this is? What can be done to change this?

Student answer (Band 4.0)

Some people believes that, recycle process is not a good development. whereas in many countries people cannot agree to the recycle their rubbish as much as they could.

This essay unequivocally refutes the assertion, I believe this disadvantages is clearly outweigh the advantages. The following tow paragraph will justify the reason for adapting is statement.

The primary reason, it is some people argue that recycle process is cannot a well development but if people they cannot careful of the environment is getting harmful for human. In many countries people being aware of the recycling process. This play an indispensable roll in improving the overall quality of life for a vat majority of people.
