The drawing illustrates the perceived danger and actual likelihood of being victim of crime in the year from 2009 to 2010 by crime type.

Upon the initial observation of the graph is that Burglary rate are so high but it decline in 2010 afterwards car crime actual likelihood of being a victim of car crime in 2009 which have high index points till 20 percent later a small proportion decline till 2010, Violent crime also have massively high proportion but in 2010 small decrease in perceived.

Upon the closer examination, I conclude that the report according to the given selecting information is that thrice crime have high proportion in 2009 later a substantial progress take place and crime ratio slows down also has chances that in future the ratio of crime become zero.
