Discuss both these views and give your own opinion.
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.5)
The global migration of highly skilled professionals like doctors and engineers has sparked intense debate. While some argue that these individuals should remain in the nation that tried them to repay their societal debt, others maintain that freedom of career movement is a fundamental right. This essay discusses both perspectives and argues that a balanced approach, involving temporary mandatory service for state-subsidized education, is the most equitable solution.
On the other hand, proponents of mandatory domestic service emphasize the critical public investment made in higher education. In many developing nations, the state heavily subsidizes medical and engineering programs using taxpayer money. When these professionals emigrate immediately after graduation-a phenomenon known as "brain drain"- the home country suffers severe shortages in vital sectors. For examples, rural hospitals in countries like India oftem face an acute crisis of medical personnel because locally trained doctors relocates to western countries for higher pay.On the other hand, advocates for professional liberty argue that restricting movement infringes upon basic human rights and curtails personal growth.Highly qualified individuals migrate to access advanced research facilities, better working conditions.Furthermore, forcing individuals to work in a specific country against their will can lead to low job satisfaction and demotivation, reducing the quality of service they provide.
In my opinion, both arguements hold merit, and the ideal solutiom lies in a compromise. Govberments should not completely ban migration but can implement reaspnable terms. If an individual's education was entirely funded by the public, a mandatory service period of two or three years is a fair return on investments.
In conclusion, while nations have a legitimate right to protect their public investments and secure essential services, individuals also deserve the freedom to pursue global career progression.Implementing a fair, time-bound service bond for subsidized students successfully balances state needs with individual freedom.

Task Achievement / Task Response — Band 7.0
The response addresses all parts of the prompt, discussing both perspectives and providing a clear, consistent opinion throughout. The ideas are well-developed, particularly the argument regarding 'brain drain' and the proposed compromise of a service bond. The position is clearly stated in the introduction and maintained in the conclusion. The essay is balanced, and the arguments are supported with relevant examples, such as the mention of rural hospitals in India. To reach a higher band, the student could further elaborate on the 'personal growth' aspect of the second viewpoint to provide a more comprehensive discussion.
Coherence and Cohesion — Band 6.5
The essay is logically organized with a clear progression of ideas. Paragraphing is used effectively to separate the two viewpoints and the author's own opinion. Cohesive devices such as 'Furthermore', 'On the other hand', and 'In conclusion' are used to link ideas, although there are some minor mechanical issues with spacing after punctuation (e.g., 'debate. While', 'solution, involving'). These minor errors do not impede communication but prevent the cohesion from being considered fully 'skilful' or 'unobtrusive' at the highest level. The referencing is generally clear, and the flow between paragraphs is logical.
Lexical Resource — Band 6.5
The student demonstrates a sufficient range of vocabulary to discuss the topic with precision. Terms like 'societal debt', 'brain drain', 'acute crisis', and 'professional liberty' are used effectively. There are some minor spelling errors, such as 'oftem' instead of 'often', 'arguements' instead of 'arguments', 'solutiom' instead of 'solution', and 'Govberments' instead of 'Governments'. These errors are clearly slips rather than a lack of vocabulary knowledge and do not impede meaning. The range is adequate for the task, showing an ability to use less common items appropriately.
Grammatical Range and Accuracy — Band 6.5
The essay uses a mix of simple and complex sentence structures. There is good control over complex sentences, such as the conditional structure: 'If an individual's education was entirely funded by the public, a mandatory service period... is a fair return'. However, there are occasional grammatical slips, such as 'locally trained doctors relocates' (subject-verb agreement error) and some punctuation/spacing issues. The majority of sentences are error-free, and the errors present do not cause any difficulty for the reader. The control of grammar is generally strong, supporting the overall clarity of the argument.
