Student answer (Band 4.5)
i think it's fair to think that way, but it is considered not fair for the professionals themselves, since they did learn/train in their country and by so they did help in a way, so it would've make sense if they wished to work in other countries, after all it's their personal lives and they decided to do whatever then want with it, and for those who think they shouldn't and that they should strictly hold their places in their native country is irrational.
for example here in algeria few years back our ministry of higher education declared that med students with a phd or doctorates are prohibited from moving abroad or studying/working their field in foreign countries per say, it's a government choice which make it somewhat respectable but also it limits the potential of these professionals, and even withhold them from their future goals and what they'd amount to because of their field of study.
as in my opinion, i personally think that every single individual is free to do whatever he wants, because first of all it's his choice, and second of all if this individual is a doctor, or engineer it would make sense to do as much help as he did here, in other countries. not only that it would make him feel better about himself and his choices in life but also he wouldn't be disappointed with his previous choices such as in choosing the major/field he'd study in. but, after all everyone and his own decision and choice.

Task Achievement / Task Response — Band 5.0
The response attempts to discuss both views regarding whether professionals should be required to work in their home country, and the student provides a personal opinion. However, the development of ideas is somewhat limited and repetitive. The first point about professionals deserving freedom is mentioned, but it lacks deep expansion. The example provided from Algeria helps to contextualise the prompt, but overall, the reasoning tends to wander. While all parts of the task are touched upon, the arguments are not fully extended. Therefore, the response aligns best with a Band 5.0.
Coherence and Cohesion — Band 4.0
The text suffers significantly from issues with organisation and mechanics. The entire response is written as three extremely long, run-on sentences with very little use of standard punctuation or capitalisation, making it look like a single continuous block. Paragraphing is weak, and cohesive devices are either missing or overly simplistic, relying heavily on conversational connectors like 'and' or 'after all'. There is no clear overall progression of logic between the sentences, leading to a confusing flow that severely limits readability. This corresponds to a Band 4.0.
Lexical Resource — Band 5.0
The student uses a very basic and repetitive vocabulary range throughout the essay, relying heavily on conversational phrases such as 'do whatever they want', 'feel better about himself', and 'make sense'. There are numerous unnatural collocations and awkward phrasings, such as 'withhold them from their future goals' instead of 'hinder', and 'do as much help as he did here'. While communication is just about maintained, the lack of precision and absence of less common academic vocabulary place this firmly in the Band 5.0 category.
Grammatical Range and Accuracy — Band 4.0
Grammatically, the text demonstrates severe limitations. The student fails to use basic sentence boundaries, writing massive compound-complex structures joined by coordinating conjunctions without proper full stops or commas. There are frequent punctuation errors, such as a complete lack of capitalisation for the pronoun 'i' and country names like 'algeria'. Complex structures are attempted, but they are consistently faulty and lead to run-on sentences that cause significant difficulty for the reader. This performance reflects a Band 4.0 descriptor.
