IELTS Writing Task 2 question
Some people believe that professionals, such as doctors and engineers, should be required to work in the country where they did their training. Others believe they should be free to work in another country if they wish.
Discuss both these views and give your own opinion.
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
Opinions are divided on whether heathcare professionals and engineers should be required to work in the nation where they completed their training, or if they should be free to move in any country of their choice. There are valid arguments regarding national investment and public need.
On the one hand, those who argue that doctors and engineers should remain in their country emphasize the concept of societal duty and public investment. In many countries, higher education in field like medical and engineering is heavily subsidized by texpayers. When fresh graduates immediately emigrate, it lead to a "brain drain" leaving the host country short of vital skills and struggling to recover teh financial resources invested in their training. The problem is particularly in developing countries, where shorateg of doctors lead to inadquate heathcare, and lack of engineers stuck infrastructure development. Therefore proponents argue that doctors and engineers should serve to their nation.
On the other hand, it is argued that personal career choice and professional freedom are basic human rights. Professionals often tend to move abroad due to better working conditions, higher salaries, advanced research, and political stability. Restricting their movement could lead to job dissatisfaction, and decline in overall work equality. Furthurmore, the global movement of talented fosters, and innovations of engineering should be share across the borders
In conclusion, economic loss and shortage of skills caused by emigration of professionals are real concern in under developing countries so they should serve the nation. However, doctors and engineers should be free to work whereever they wish.
