IELTS Writing Task 2 question

The best way to provide enough homes in large cities is to build tall apartment blocks.

To what extent do you agree or disagree with this statement?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 5.0)

I am totally disagree with this statement. To provide enough homes building a tall apartment blocks is become danger for the citizens in some situations like earthquakes. If we built a tall apartment and suddenly an earthquake appears, in this situation we should ask people to go such places where danger of being dead is less, but if someone live at 15th floor and there is no safe place for him or her then what should he do to save himself and his family. Furthermore, short circuit happens in buildings and catches fire. In all situations this is unsafe for the people to stay in a tall buildings. But to some extent, I agree to this statement that building a tall apartment don't take more space. It provides more facilities to a lot of people at a single place. People don't need to be stressed or tensed in search of a better place to live. This is the advantage of this idea. But according to countries economy, some countries in Asia take more expensive rent and prices of these apartments. It will be another problematic situation for those citizens who are unemployed or having job with less salary. They want to live in a better place in a best area but due to their high expenses they can't afford them. I thought everyone should stay in a same place with affordable expenses nonone can be burdenized. That's why I am totally disagree to this statement. I think you should focus on these points and make a better plan.
