IELTS Writing Task 2 question

In spite of the advances made in agriculture, many people around the world still go hungry.

Why is this the case?

What can be done about this problem?

Student answer (Band 5.0)

There has been an exponential growth of technolgies for agriculture sector. The main aim to adapt to modern agriculture practices is to produce more crops and vegetables with efficiency and less time consumption.But despite of these growth made in agriculre there are people around the globe who suffer from starvation. As per my opinion hunger and starvation has been a major issue since decades,it's not a new issue. The main victims which are suffering from this are from Africa. I beleive with a factual information that startvation is due to the political and economical situation in that country. Agriculture is a large source of economy in African countries as they majorly export various different kind of agriculture to some countries and they have been regularly adding new technologies in agriculture sector. Secondly I also believe that there is poverty in that country and people most likely can't afford basic meals and necessities which makes them a victim of starvation. To prove my point I have another explanation which can make it clear that advances done in agricultural sector is not the important parameter of hunger issue in the world . The western countries like USA,UK,Europe,etc have made a lot of advancement in agriculture by introducing modern and futuristic activities but they are not suffering from hunger because of their good political stabilty,good GDP and also average incomes. So this makes clear that why growth in agriculture cannot solve the crisis of hunger, as there is need for improvement in the economic situation for countries suffering from hunger so that they can afford meals.
