IELTS Writing Task 2 question

Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.

To what extent do you think laws are needed to make people recycle more of their waste?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 8.5)

On the one hand, governments should introduce laws requiring citizens to recycle because legal obligations often lead to significant changes in public behaviour. Many people are aware of the environmental consequences of excessive waste but still choose not to recycle out of convenience or indifference. When penalties such as fines are imposed for failing to separate recyclable materials, compliance generally increases. For example, countries such as Germany and South Korea have achieved remarkably high recycling rates by implementing strict waste-sorting regulations and enforcing them consistently. These examples demonstrate that legislation can be a powerful incentive for behavioural change.

However, I disagree with the view that legal requirements are the only solution. Laws cannot be fully effective if people lack the knowledge or the means to recycle properly. Governments must therefore invest in public awareness campaigns that explain the environmental benefits of recycling and educate citizens about correct waste separation. Equally important is the provision of accessible infrastructure, including clearly labelled recycling bins, reliable collection services and convenient recycling centres. If these facilities are unavailable, even environmentally conscious individuals may find it difficult to comply with legal requirements.

In addition, financial incentives can complement legislation. Deposit-return schemes for bottles and cans, as well as reduced waste collection fees for households that recycle more, encourage voluntary participation while fostering a sense of environmental responsibility. Such positive reinforcement is often more sustainable than relying solely on punishment.

In conclusion, I strongly believe that laws are essential for increasing household recycling, but they should form part of a broader strategy. Combining legislation with education, adequate infrastructure and financial incentives is the most effective way to maximise recycling rates and protect the environment.
