IELTS Writing Task 2 question

Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.

To what extent do you think laws are needed to make people recycle more of their waste?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Non-biodegradable waste such as plastic and less waste recycled per home have been major issues since many decades. Some individuals holds a view that amount of waste recycled per home can be increased only if governments make mandatory regulations. I agree with this to a large extent. My stance is explained with valid reasons and examples in ensuing paragraph.

Waste management has been major issue since the increased use of non-biodegradable materials. It is necessary for a governments to make rules and regulation regarding sorting and recycling of wastage by citizen. Governments should make it mandatory for the citizens put recyclable material in a different place. For instance, Japan, They have a mandatory rules where citizen can throw fixed amount of garbage at a time as well as it must be sorted by individuals before throwing.

Furthermore, Citizen pays hefty taxes. In exchange of tax, natives demands proper waste management and treatment facilities to be installed in metropolitans as well as in rural areas. For example, Ahmedabad, a city in India, known for it's garbage collection and management system and was ranked as the cleanest city of India in recent year.

However, it is also a moral responsibility of a citizens to behave in a certain manner which helps the government to make things better and improve facilities to help nation's growth.

To conclude, i stand with my opinion that it is responsibility of the authority to make individuals follow rules but people should not be naive and must regard any regulations.
