IELTS Writing Task 2 question

Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.

To what extent do you think laws are needed to make people recycle more of their waste?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 6.0)

Some people argue that not enough of the waste from home is recycled and government should introduce a law to force people for recycling. I totally agree with this view to increase recycling rates, although i believe that it should be supported by public education and better recycling facilities.

One major reason why this law is important because many of use do no throw rubbish to the recycle bin because it is inconvenient. Legal requirements can force people to throw rubbish in the recycle bin. Fines and penalties could be another way to establish the law properly, If the government start charge for throwing rubbish here and there, i think everybody will more careful about it. Laws can create social awareness to the households. For example, government requires households to separate bins for paper, glass, plastics and organic waste. This will help government to recycle products more quickly.

However, legislation alone may not be sufficient. Some people may not understand the value of recycling, government should educate people about the importance of recycling and make them aware. Every school should add the part of recycling, so the students will make the habit of recycling from the childhood. The young generation should arrange seminar in every society to tell the public about the importance of recycling. Financial reward can encourage people to recycle more effectively. We should provide separate recycle bins to every neighbour to makes recycling more easier.

In conclusion, I believe law can force public who are not aware for recycling but it can not prevent the problem from the core. So the governments should encourage public with proper education, proper equipment and appropriate rewards to increase recycling rates.
