IELTS Writing Task 2 question
Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.
To what extent do you think laws are needed to make people recycle more of their waste?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
People argue that minimal household waste is being recycled and the only way to level up the recycling process is that governments should make it a legal obligation. I believe, though recycling the waste is a social responsibilty of a citizen, but the legal requirement will hold them more responsible which will in turn increase recycling of waste products.
I contend that it is the citizens' responsibilty to recycle the waste. Being a resposible citizen, it should not be the governemt's responsibilty to emphasize the importance of recycling the waste materialHowever, it is our duty to minimize waste and recycle the producs we can. In several states, people do it without the fear of law. For instance, in Germany, Fineland and Norway, people usually prefer to recycle their waste instead of throwing it unthoughtfully. That will not only minize the duty of law enforcement institutions but also maximze the impact. Thus, it is more beneficial if citizens adopt it as their resposibilty.
However, I strongly believe that the impact can be doubled if the governments make recycling as legally mendatory. Some citizens prefer irresposible behaviours in the absence of legitimate consequences. When governments put heavy challans over this negligence, people will be more careful about recycling their wastes. For example, in Gulf countries like Qatar and UAE, officials charge heavy fines if people demonstrate carelessness regarding pollution or unmindful management of the waste. Resultantly, people are forced to follow the law and these countries become less pollutant. Therefore, I stronly believe that this step will maximize the result.
To conclude, I think it is a citezens social responsiblity to recycle the waste of their home, however governments should make it a legal obligation. Ultimately, people will be more conscious abour recycling.
