IELTS Writing Task 2 question

Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.

To what extent do you think laws are needed to make people recycle more of their waste?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Student answer (Band 8.5)

While enforcing recycling through legal measures can significantly increase compliance, legislation alone is not the sole or most effective solution. A balanced approach combining well-designed legal frameworks, accessible infrastructure, and sustained public education yields the highest recycling rates.

Legislation plays a critical role in changing public behavior by establishing accountability. When governments introduce mandatory recycling laws accompanied by fines or pay-as-you-throw schemes, participation rates typically rise. For example, South Korea introduced mandatory food waste recycling and a volume-based waste fee system, which dramatically boosted its food waste recycling rate from less than 10% in the 1990s to over 90% today. Similarly, Germany’s Pfand deposit-refund system legally requires consumers to pay a deposit on beverage containers, resulting in a return rate exceeding 98% for plastic bottles. These examples demonstrate that clear legal mandates can rapidly transform cultural habits.

However, laws are ineffective if proper recycling infrastructure is lacking. If local authorities do not provide accessible, well-marked bins or frequent curbside collection, citizens cannot comply regardless of the legal consequences. Penalizing households for failing to recycle when facilities are inadequate creates frustration rather than compliance. Furthermore, strict enforcement requires continuous monitoring, which can be costly and impractical for municipalities to maintain over time.

Therefore, non-legislative strategies are equally essential. Comprehensive educational campaigns help households understand how to separate materials correctly, reducing contamination rates in recycling streams. Financial incentives, such as discounts on municipal utility fees for households that produce less landfilled waste, can motivate people to recycle voluntarily without relying on penalties.

In conclusion, while legal mandates provide a strong backbone for national recycling efforts, they are not a standalone fix. Laws are necessary to set clear standards and enforce compliance, but they must be paired with convenient infrastructure and community engagement to achieve long-term success.
