IELTS Writing Task 2 question
Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for governments to make it a legal requirement.
To what extent do you think laws are needed to make people recycle more of their waste?
Give reasons for your answer and include any relevant examples from your own knowledge or experience.
Student answer (Band 6.0)
It is often argued by some that household wastage is not recycled as much as it should be, and they think that, to improve this quagmire laws are needed. I partially agree with this statement because laws can only improve recycling at community levels. In addtion to laws, governments should also do awareness compagins to improve recycling at personal level.
Laws should be made to improve recycling practices in the society but they have their limitations. They can only work on the community level, because people follow laws only if they are afraid of the consequences, not because they beleive in the cause of it. So, when they will get the chance to break those laws, they would do it. Since, we are discussing the domestic wastage, people would have plenty of chances to avoid the watch of law enforcement agencies. For instance, people may dispose the wastage along with non recyclable trash and do no recycle it really. Hence, such measures should be done that people may do it without compulsion.
In this regard, governments should do excessive awareness compaigns to develop mindset about recycling the trash. It takes a tremendous effort to make people's beleif about something. So, unless such efforts are not done, any law would be useless. When the major part of the population would be aware of the importance of recycling, they would do it even if there is no policing done to impliment the law. For example, if we are only succesful in teach the importance of recycling to our young ones, our next generations are expected to make better strives in this case.
In conclusion, awareness compaigns are as important as the laws to really enhance the overall recycling habit of the society because laws can be implimented to a extent while awareness goes a long way.
