IELTS Writing Task 2 question

In some countries owning a home rather than renting one is very important for people. Why might this be the case? Do you think this is a positive or negative situation?

Student answer (Band 4.0)

In some countries most of the people wants to live very peacefully so they always choose where they can achieve a good facility, some people owning a home, but it is also very important for people who are just on a renting home because some people can't afford to buy a house so they always prefer rent house in rent house they can save many expenses for example a government fees and all other expenses it is a positive situation for people who is on rent because they can leave house any time and they can take advance from the house owner

and the mediocre family can adjust their expense in rented house in country most of the people always wanted a rented house and from the rent the house owner also get a good income every month in sense of rent, and they can increase the house rent every year at the end of year
