The system used for rubbish/garbage collection in your local area is not working properly. This is causing problems for you and your neighbours. Write a letter to the local council. In your letter

I hope you are doing well.
I am writing to complaint that the rubbish collection system in my locality is not working well. This is happening from many weeks. Due to this issue, all individuals face many problems as it spread diseases or infections in our community.
Moreover, it also affected the structure when outsiders come in our surrounding area. Also, it looks filthy and awkard. We informed about this problem all community members however they did not gave any response. So, it's my hardly request to you that you resolve this problem as soon. Please strictly enforced to cleaning of this area in every weekends.
I hope you will understand my point and take it immediate action.
