The system used for rubbish/garbage collection in your local area is not working properly. This is causing problems for you and your neighbours. Write a letter to the local council. In your letter

- explain how this is affecting you and your neighbours
- suggest what should be done about the problem

Dear Sir or Madam,
I write to you with the intent of apprising you of an issue that has, of late, become a source of inconvenience to the people of my locality. Apparently, the rubbish collection team is doing its job in an unmindful and inconsiderate way. They come only once bi-weekly with no specific timing.
At first, it did not attract much noise, but as it is a matter of hygiene, and in summers, it is causing flies, small insects, and a foul smell to spread all over the locality due to their delayed collection timings. Bins also seem to be overflowing, and garbage is also spread on the roads.
I seek your firm support in this matter and would request you to ascertain the staff duties twice a week and order them to clean the bins immediately. I leave it to your best judgment to decide upon the appropriate course of action.
