The system used for rubbish/garbage collection in your local area is not working properly. This is causing problems for you and your neighbours. Write a letter to the local council. In your letter

I am writing to draw you attention regarding a rubbish collection system is not functioning properly in the bayshore area. It has been affecting my neighbours and I since last two weeks.
To begin with, the garbage collection trucks are not coming on the assign days, which add more and more rubbish at our house. Sometimes we place outside it, but due to wind it was spreaded everywhere. Moreover, it smell awful because it is not efficiently collected.
It has been affectiing us inconveniently and disrupt our daily routine. Sometimes roads and walkways filled with garbage and cartboards, which makes driving and walking uncomfortable.
I would appreciate it if you could investigate this matter and appropriate team or the solution to reslove this concern.
