The system used for rubbish/garbage collection in your local area is not working properly. This is causing problems for you and your neighbours. Write a letter to the local council. In your letter

Dear Sir or Madam,

I am writing this letter to express my concern about the increasing concerns of rubbish collection in my area and to local council to take steps.

The rubbish collection system is not working properly in my neigh bourhood. The rubbish collector truck comes but not picking all garbage on time. The timetable which is shared by city is not fair. Monday is a garbage day around 5 am, which is wrong time. I have a suggestion of changing this time to 8 am. Most in my surroundings are sleeping around this time. As we all know, this is summer time and city already suggested not to put garbage outside overnight, as bears are out.

I would suggest, please look into this matter, please change the timetable of dumpster trucks for twice so it would be more convenient for all of us. This is creating a huge impact on us and my neighbours please try to fix this issue as soon as possible.
